| My associate has been in communication with an individual that is having problems with a Registered SBR lower. My associate is an 07 FFL. Is he able to receive this lower for repair with his level of FFL? |

Types 01, 02, 07, 10 can - the ones licensed to do things with actual firearms, can receive NFA firearms for purposes of refinishing or repair. I believe Type 08 (importer), as well.
ATF recommends, but does not require, a Form 5 transfer between the parties each way. It's legal just to send it with a copy of the current registration and usually a written request outlining the requested refinishing or repair service. |
