| Would you feel safer buying a M16 from a person if it was at his dealer on a form 3 already? That way its ready to transfer and you could verify it was at the dealer. What would be the draw backs of this if the sale ended up being in state? |

Well if a person has it who isn't a class 3 dealer there will have to be a transfer that costs $200 to get it to the dealer. Than you have to pay another $200 tax to transfer it to you. Since it won't be a form 3 transfer and will be a form 4 transfer 2 times it will take twice as long.
If you know the guy the advantage of letting the owner keep it would be getting to shoot it every now and then. If you don't know him and your worried about him hanging onto it during the transfer period you may want to take the longer wait and the extra form 4 and $200 tax |
