I hope I am not beating a dead horse but I couldn't find anything useful during a search.

I made a trust for my SBR's for many reasons, to include LEO won't sign off in my area. Now I made the successor my wife and in her death my brother. Problem is my brother lives in WA and I am in FL...In an effort to smooth transition I would like to change my brother to my father who lives near me in the same state.

Can I just take the trust I have some items against and simply change the successor's and trustee's provided they meet the legal requirements to own such items...

Or does changing the trust then make it a whole new and different trust?

Also since I built the trust I have since moved. I have gotten approval via from the NFA per requirements to permanently relocat ethe items to my new address..

can I just go and change the address on my trust or does it need legal or notary sign off?

No.  Revokable trusts can be changed.

Google "amending a revokable trust."
