Some suggest doing the engraving before submitting the Form 1 in case there is problem.  Nothing says you can't engrave your info on any gun you own.

You're pretty much on track; that will work.

If I were building a SBR today, I'd build it as a pistol first, ensure it's running well, send it out for engraving within a month or two of submitting the F1, then install a stock when the stamp comes back approved.  That way, you can build the lower, make sure it's all working correctly, ensure there are no gas issues with the upper, and even play with it a little while you're waiting for it to return.  I did my first SBR where I sent the barrel out to be shortened after I had an approved F1, and the week turnaround seemed like fooooooorrrrrrrreeeeeeeeevvvvvvvveeeeeeeeeeerrrrrrrrrrr for it to return.

That is about all there is to it.  I also suggest building as a pistol first so you can make sure it runs how you want it to

Not under federal law, that would be a state issue.  I don't believe there is any restriction in GA, but I live in FL.

Check your state laws, but typically no.

Application to make and register a firearm.

Also, go ahead and get the receiver engraved now, and also, collect all parts you want for it now.  Just have it as a pistol for the time being.  When you get your Form 1 back, doing these things will save you a good bit of time.

An upper is just parts, your dealer shouldn't care what it's for. But, if he asks, you can tell him it's for a pistol.

if you buy i virgin stripped lower make sure the dealer does NOT put rifle on the 4473. some have no clue and will put this and then you can't use it as a pistol.
