Does anyone know if it it's possible to purchase, or have a manufacturer build, a full auto AR lower with the proper NFA paper work?

Nope



You have to buy one that was registered on or before 1986 for full auto.



They run anywhere from $9-25K.

Your question is a little confused.  Can a licensed manufacturer build a full-auto lower?  Absolutely, but he can't transfer it to you unless you are representing an LE agency or the US government.

Can you buy a full-auto lower?  Absolutely, but as noted above, it would have to be one of the limited number of machine guns that were in the registry as of May 19, 1986.  These are readily available, but very expensive.

In both cases, the proper paperwork and taxes would have to be paid.

And "Class 3" is a type of dealer, not a type of firearm - full auto is properly referred to as "NFA" or "Title 2"
