Your question is a little confused. Can a licensed manufacturer build a full-auto lower? Absolutely, but he can't transfer it to you unless you are representing an LE agency or the US government.
Can you buy a full-auto lower? Absolutely, but as noted above, it would have to be one of the limited number of machine guns that were in the registry as of May 19, 1986. These are readily available, but very expensive. In both cases, the proper paperwork and taxes would have to be paid. |
