Hypothetical:

A local law enforcement agency has a 1928 Thompson.  The CLEO is open to selling it.  


What would it take to find out if it's transferable?

Look at the registration papers and hope it's not form 10'ed.

Or just have the PD call the NFA Branch with the serial number and ask if it is transferable.

Unless the PD confiscated it from some illegal it will be registered.  If it is on a form10 then no transfer to a civvy, doubtful on a thompson unless they got it from the millitary somehow on some program many years ago.  If it is on a form 4 or a form 5 then you can end up with it.  Have the PD call into ATF and check the SN to see if it is in the registry and have them get a certified copy of the form if they dont have the original.
