Is this legal to sell to anyone? Does it have to go through an FFL?

It is only legal to sell if they have a registered LL or RR. If they don't, having a select fire FCG and an ar-15 would be considered constructive intent. Just my $0.02. I would not guess it would have to go through a FFL, as mil-spec M16 FCGs do not have to go through an FFL.

That is in line with my thinking but, as with much of this stuff it is confusing sometimes. Mine went with my RRL but having sold that I want to also sell the Scott Bell kit but ensuring someone is eligible to have it is very difficult. I want to be sure that I am not breaking any laws.

These are unregulated and unrestricted parts, you may sell to anyone but when selling I would simply state that all NFA LAWS apply. The only people that are going to want to buy it are those guys with Lightning Links. You will probably have quite a few guys interested in it cause as far as I know, Scott does not make em anymore.

I have an RLL, what's so special about the Scott Bell select fire kit ?   I modified a M16A2 burst setup to deliver select fire with the RLL.

Correct. It came with the gun when I bought it but I sold the RLL as a stand alone part and kept the host gun so need to move it over to someone who wants it as it is supposedly technically illegal for me to have it and my AR's. Intent to construct and all that B.S.

Bushmaster is one of those companies that requires an F4 or FFL on file to sell any full auto parts.  Not required by federal law.
