I have a friend who retired from the military and was able to keep an M4. He is looking at possibly getting rid of it, and I know general public cannot buy them even used but what about active LE (individual not department)?

He was not able to keep an M4.  Either he stole it, or it's not really an M4.  Doubtful that he stole it, as that's not something that's all that easy to get away with.  No individual, not even .mil or LE, is allowed to own any machine gun that was manufactured after 1986.

If he obtained a machine gun legally then he should have a basic idea on how to legally get rid of it.  Sounds like something you need to stay very far away from

This. I highly, highly doubt he has an M4. He might have an AR that he bought while he was in the service, and calls it his "M4". If he did steal himself an M4 from his unit, well, then he has bigger problems then trying to sell it.

I believe that the last time anyone in the military could retire and legally keep his issue firearm was 1945.

If your friend was alive in service in 1945, and kept an M4, it was either a tank ... or he was assigned to a Trime-Travel Unit, in which case he can go back in time prior to 1934 and register it.

Active LE cannot legally buy M4s as individuals. Active military cannot legally buy M4s as individuals. The President of the United States, and the justices of the Supreme Court of the United States, cannot legally buy M4s as individuals.

God can legally buy an M4 as an individual. But because he's God, he could just make one, rather than buy it, thus avoiding the charge on God's Visa card.

Nobody in the military gets Take-home-guns.  Even DOD police have to check their M9s at the armory when they go offduty!

Cleaned up a tiny bit.

FWIW, my buddy got back from downrange recently.  He had started to order the parts to assemble his first AR15 when the First Sergeant from another company came up and offered him the chance to go in and group buy a "real deal US Army M4" for $2,000.  My friend was bummed because he thought he'd get a happy switch, so he emailed me the information so he could decide whether he wanted to pursue this lead.

You know what was being sold as a "real deal US Army M4"?

$50 blem receivers assembled with Del-Ton parts and having the receiver "engraved" to show the unit/timeframe of their deployment.  It looked like garbage.  Apparently this 1SG had ordered a bunch of parts, got the receivers engraved at a local trophy shop, and assembled a bunch of them (not an FFL or manufactirer BTW) while he was home on R&R so he could sell them to the troops in his battalion.  $2,000 apiece for a frankenrifle without even optics or a BUIS was a "real deal US Army M4"
