Does the Colt 6921 M4LE lower receiver need to be deregestered as an SBR before it can be sold to a Class I FFL holder?

Depends on when they were made.  Recent manufacturer (Late 2009 or 2010) then yes.  Older manufacture then no.  I bought one from Clyde very recently but it was 2007 manufacture and had .170 pins.  Doesn't really matter to me as the two best FCG in my opinion (Colt and Geissele) are both available in .170 and .154.

Type 1 - Class 1 is a SOT designation for an importer of NFA firearms, not a type of dealer license.

You can sell the SBR to anyone, but it requires the $200 transfer tax and an approved Form 4.

To sell it without a tax stamp and Form 4, you'd have to remove it from the registry first.

They don't remove the lower from the registry. They just update the registery to reclassify it saying it is no longer a sbr.

Its right. Its "de-registered" as an SBR into a normal rifle. Or registered as "other' since its lower?

Would you pass up a real bargain on a really good rifle because the seller offered it with "10 clips?" instead of "10 magazines"?  The process noted above, where the NFA database is updated to reflect that the rifle can no longer legally have a barrel of less than 16" is correct, whether someone uses the term "de-registered" or not.  The item is still in the database (and thus "registered") but it is not considered an NFA item and can be sold without the $200 transfer tax.

no, if it is being sold without an upper then it can be treated as a title 1 item.

Dealers break up guns when they either have more complete guns than they can sell, or when the revenue from the individual parts is more than they can get for a complete gun.

Both Colt, and the distributors, occasionally get excess inventory, and move it at lower-than-usual prices. Colt produces more 14.5" uppers than 11.5" uppers, so when they want to move inventory fast, they build up 6921s, not 6933s.

I suspect another contributing cause is that since the HB version was developed, demand for regular-profile 14.5" uppers –– and thus for 6921s –– has dropped, leaving someone (Colt or distributors) holding a bunch of them.
