can one of the dealers here tell me, can a dealer from one state sell class III stuff to a law enforcement agency from another state? or does the dealer have to be in the same state as the agency?

he can sell to anyone in anystate(as long as its legal in that state).  i dont know if the transfer will have to go through an instate FFL though

Transfers to government entities, such as law enforcement, are not subject to the interstate commerce provisions of the GCA.

Title 2 firearms could transfer to the LE agency directly, out-of-state, on approved Forms 5, PROVIDED that such a transaction is legal under state law in both the dealer's state, and the receiving LE agency's state.

I'm a C2. I can only F4 to a resident of my state. I can F3 to any state where the item is legal and F5 to any state.
