If the gun you buy is only a  Title I firearm, you will have to "manufacture" your SBR. You file a Form 1 for approval to manufacture your SBR, you get the lower engraved with your manufacturer's info (you are the new manufacturer so it needs to be engraved with that info), then upon approval, you can buy a short upper and assemble them. If you want to buy a suppressed upper, it is likely going to be a 2 stamp gun. The only way that you can have a suppressed "short" upper on only 1 stamp is if the upper isn't really short (permanently attached suppressor that bring barrel length to 16"+). To transfer the suppressor you will file a Form 4.

Thanks SIGOWNER_229...........Is it cheaper to go this route or buy one already put together and registered?

You are stuck with the $200 fee either way make (form1) or transfer (form4). If you already have a lower that you like do a SBR form 1 on it, and get it engraved.
