I'm opening my own topic so I can track it, and I have been unable to find a definitive answer to this question by reading the posts, so I apologize if the answer has already been posted.

I had heard that the 1986 Machine Gun ban has been erradicated, if this is true, can we build one with a NFA form 1?

Yes, the MG ban is lifted.  The only catch is you need the Form 1 signed by a unicorn with strawberry scented farts.

The 1986 ban has NOT been erradicated, so NO you cannot build one with a Form 1. M16's would not be selling for $10,000 + if we could all convert our semi-auto's for $200 in taxes plus a few parts.

Yup. Unfortunately, it is tied in with the new Obama Economic Stimulus Package recently passed by Congress.

As soon as you get your personal $1 billion ($2 billion for couples filing jointly) rebate check from the U.S. government, deposit it and it clears, you may submit the Form 1 for a new MG. Until you receive that check, however, your Form 1 will be rejected.

Can officers get their rifles converted?  Most of the departments in my area purchase their own gear, and I have heard rumors of cheap conversions?

Not exactly.

For it to be legally converted to full-auto, the AR must be the property of the department, and it must remain with the department after the officer leaves.

So the only way that would be legal would be if the officer buys an AR15; gives it permanently to the department; the department gets it converted and registered (to the department) in the NFA Registry; and then the department issues it back to him, as long as he is on active duty.

Most LE I know can't afford, or are not willing, to do the above.
