What would prevent a wealthy individual from making large tax-deductible cash donations to a Federal Firearms Museum so that it could acquire unregistered collectible machine guns?

It seems like there are more and more old unregistered MG's popping up as the WW2 generation starts passing. It's my understanding there are several ways to handle this issue:
1) turn over to BATFE, item destroyed, no $
2) turn over to police, item possibly entered into inventory, probably destroyed, no $
3) destroy item, sell parts kit for some $$$
4) donate to FFM, no $

What would prevent wealthy donor from giving money to FFM. The FFM could then use that to reimburse the people who wish to donate their collectible unregistered MG's?

You missed a possible option;

Veterans' Heritage Firearms Act of 2009 (Introduced in House)

HR 442 IH

If we can get this passed It may allow all of those unregistered guns to be transferables, Hence much $$$.
