Ok... I know it's not an auto weapon, but is it illegal to put an open bolt in a Masterpiece Arms MPA10? This has a closed bolt, but I was just curious.

If it caused the gun to fire more than one shot from a single function of the trigger, it WOULD NOT be legal except in certain limited circumstances.

BATFE doesn't like open bolt guns as they are readily convertable to MGs.

An open bolt that "dropped-into" an MPA10 would be considered a machinegun conversion part and would need to be registered.  It would have the same legal status as any other machinegun conversion part, be it a slotted (open) UZI bolt, AR-15 Drop In Auto Sear, etc.  The problem for the MPA10 is that there are NO pre-'86 registered "transferable" open bolts, so any open bolt for this firearm would necessarily be a post-'86 Dealer Sample.

As was mentioned, ATF takes a dim view of open bolt semi-autos, due to ease of conversion to automatic fire of this operating system.  Open bolt semi-autos are in fact considered to be "machineguns" by ATF, due to their being "readily-restorable" (their term) to full auto operation.  Even though they are defined as machineguns by ATF, it is still not legal to have an open bolt semi that fires full auto, unless it was legally registered as a machinegun (and is therefore no longer a semi auto).  The various open bolt semis that were made "pre-ban" were "grandfathered" by ATF, and are therefore legal to buy/sell/own.
