My goal here is a clone of an XM177E2.  AR variant, in case you didn't know.

My intent is to order a lower from Nodak Spud for the build.  Their web page says that they are an 07 license.  That's NFA, right?

I've sent them an e-mail asking this, but I figure they are more swamped than here.

Can they sell a bare lower as the SBR and then can I add the rest of the parts?  Or must they sell a completed firearm?

I am hoping they can sell a registered, stripped lower since that would save me the "find the engraver" step.

Not a Nodak link, but here's a link regarding the process of buying a stripped Factory SBR lower from Anvil Arms.  If Nodak will do it, it may cost more since they actually have to build the receiver into SBR configuration before stripping it and sending it to your dealer.

Not necessarily. A type 07 FFL indicates they are a manufacturer of firearms. A type 07 FFL plus a class 2 SOT indicates they are a manufacturer of NFA firearms.

NDS does not sell SBR factory lowers.  

They do, however, offer lowers "in the white," i.e. unanodized, which you can have them send directly to Orion Arms or whomever to be engraved, and then U.S. Anodizing to have anodized for your XM clone.
