I have a question the Arkansas State Capitol police have the same State wide authority as the Arkansas State Police and it would be a lot easier for me to get a signed form 1 would this pass ATF's rule?

Do they really have jurisdiction for criminal matters in your place of residence?
I think ATF my not agree...
How often do they make arrests that result in prosecutions for crimes in the town you live in?
