If I want a 11.5" upper what comes first -- the NFA approval, or buying the upper? And, when I have everything legal can I legally use different lowers on the upper, or are they 'mated' forever? |

Get the stamp fisrt. You could get the upper before your stamp, just don't store the upper with the rest of your lowers. Some people will give it to a friend to hold onto while they wait for there paperwork to clear. Just make sure he doesn't have any ARs. Once you have the stamp you can use the lower on other uppers, but the SBR upper needs to be used with a registered lower. |

Just a clarification: The lower receiver is the NFA registered part -- the sub-16" barrel is the qualifier, but by itself the upper is not registered. They are not mated forever, but the lower is forever an NFA item. So you need to get a lower receiver to register it, file a Form 1 and get it approved, and then you can buy the upper. |
