Bear with me as I think I know the answer, but not 100% sure.  

My best friend of 40 years , died unexpectedly and had two C3 items.  In his will, he left them to his sons, items were described in the will, with serial numbers.  

They should be transferred tax-free, if I remember, but can the executor start the transfer process once they are appointed executor,  or do they need a final decree before the transfer process can start.  Also, the boys need to go through the process just as if they are buying a C3 from a private in-state person i.e. fingerprints, sign-off and all associated paperwork, correct?
