Hello!

I currently own 1 AR, an S&W M&P15 (mid length). I would like to purchase another one, preferably an SBR. Who makes the best 'out of the box' SBR AR and if I was to build one, which do you think is the highest quality combination of parts?

What barrel length are you thinking about? There are many companies that make short uppers by themselves or complete SBR's via a Form 4. I own a CMMG 10.3 & 11.5 & both exceed my expectations. LMT & Noveske are other outstanding manufacturers & there is of course Colt (if you can find one & are willing to pay more). Those are my top four & depending on what set up you want there are many other companies that put out a good product at fair prices. There is a wealth of intel specific to SBR's & other NFA items in the Armory. Get your your green monster & start reading.

I'm putting togoether a Noveske 7.5" SBR... I ordered a SBR registered complete lower from Polite Society. Found them on here at the EE. Mark was very easy to deal with...

I will probably get the upper directly from Noveske after I get my lower. It should probably ship this week to my FFL. I'll start my paperwork and begin the 4 month wait...

Regardless of your chosen barrel length, is there a special lower you need when constructing your SBR, or does any lower work?

Any works so long as it is registered as an SBR before you install the shorty upper.

Any lower will work provided you get it registered as a SBR before you put your less than 16" upper on it.  You'll also need to get your name and city/state engraved on it.

Nothing special about the lower, other than the tax stamp.

Oh ok. So really, it comes down to the govermnet requiring you to register the lower, simply because it has the serial number. If I'm not prepared to begin the tax stamp process, am I able to purchase the shorty upper at any time?

You can own a short upper, but it needs to be separate from an AR lower.  Like, at someone else's house separate.

Chances are nothing would ever come of it if you had a short upper in a safe with a lower or other complete AR.  But, technically it could be considered illegal, depending on the LEO you are dealing with.  If you are at the range blasting away with a non-registered SBR, you are pretty much hosed if you get caught.  Just having one at home is kind of a grey area.  Best to just not even go there and get the stamp first or buy a complete SBR.

Right. Right. Just asking to clarify the current policy. I just purchased a boat load of new stuff for my AR and I don't currently have the bankroll to begin the SBR process, but I may be able to swing a new upper.

So, as I'm sure there have been countless threads about SBR's, but which shorty upper does everyone prefer, and what, if any, are the major differences between SBR barrel lengths?

Personally, I think LMT is the best for your money if you want a 10.5" upper.  Just my two cents.

I think I'm looking to go as small as I can. From what I understand, the 7" is the smallest available. DPMS makes one. Who makes the highest quality upper in that 7" - 7.5" length?

Noveske makes the best 7.5. It will be very loud, have poor ballistics and will probably be picky about ammo and mags.

Anything that short is going be loud with poor ballistics.  
Anything that short is likely to be picky about mags and ammo but the Noveske is probably less picky than other options in that size, hence it is likely to be the best available.

The shorter the barrel the louder the gun becomes, hence you are going to eventually want a suppressor aka "can" which is another tax stamp if legal in your area. I'm not sure if any can manufacture warranties their product on a 7" barrel but most will on 10" & longer barrels. Your stating you can't swing the money for the tax stamp but you can swing a new upper? Not meanig to insult your intelligence but just clarifying that you realize that you need an approved tax stamp before you attach or use that short upper? Don't risk getting yourself sent to the quarterdeck. SBR's are practical & loads of fun but not worth federal charges if not properly appropriated.

Having said all that. If you want a 7" then get a CMMG or Noveske. The best SBR for me is the 10.3/.5 which are best obtained from the any of the four manfucturers listed in my first reply. 11.5's are nice too but it all boils down to mission and/or personal preference based on weight, compactness, balistical wants/needs, etc. Looks like Rainier Arms & PK Firearms are putting together their own 10" uppers now also. I would definitely buy from either of those folks & that just makes the selection process even more fun.

The 7.5" barrel goes from a regular carbine port location to the even shorter and less reliable pistol port location.  It is incredibly hard on suppressors.  It has horrible ballistics... so bad no 5.56 ammo will fragment at one foot if you care about that kind of thing.  It will be strictly a range toy IMO.  If you care about terminal ballistics at all the 6.8 would be a far better choic in that price range.  LWRC has an 8" piston driven 6.8 upper that looks pretty nice.  You can see it featured on Futureweapons.  The episode is on Youtube if you want to see it.
