I spoke to an officer the other day (in public, didn't call the station or anything) about our Sheriff, and he said the Sherrif didn't do much work himself--he mostly delegated work to others in the agency. I told him I wanted to SBR a rifle when I get it, and he told me the name of a detective to talk to.
Since I need the signature of the CLEO, the detective couldn't sign it for the Sheriff, could he? I'm a bit confused with this.

I haven't talked to the detective yet, since I don't yet own the rifle I want to SBR, so I'm coming here first.
Thanks in advance!

CLEOs are allowed to delegate NFA signoffs.

If the CLEO designate the Janitor to do the signoffs then that is acceptable.
