Maybe your license got held up in the mail. I got mine in five weeks or so. Your case is a little weird but I wouldn't freak yet. The only think I can think that the ATF would say is wait a few days. If I were in your shoes I would wait until the end of the week to call them.

I say give it another couple weeks before you bother calling, this is a federal bureaucracy you're dealing with.

Actually, they are pretty efficient and well run - better than my credit card company or my mortgage who cannot keep track of me from day to day.

Many licenses get delayed because of the background check, and MOST of the delays come from the similar name problem.  Since the US lacks a universal ID card things like immigration, voting, and this have problems in that you have to be cleared by a comprehensive but incomplete database.  Because it is incomplete and can only suggest you are someone rather than prove you are someone, your application can be hung up because your name is similar to someone in your region who has just been issued, for example, a restraining order.  If you get thrown into the "lets check this guy out" pile they have to start on the old deductive reasoning thing of proving that you are none of the people who cannot have a license, and then they have to prove you really exist, pay taxes, and the like.  The more off the grid you are, the harder this is.  The more common your name is, the harder this is.

Isenguard Hossenpfeffer who was born and raised in Mount Pleasant Iowa gets his license in short order because his name is unique and not shared with anyone in the region.  Bob Smith of Tampa, Florida has a much harder job because 11 guys named Bob Smith have recently been smacking around their wives.  You can even get caught up because someone has used your name as an alias.  Luckily, it all works out and they are fairly competent at issuing the license, and have been getting way better at solving database issues than the dark days a decade ago.

Give it a while, some get the books first, some get the license.  I think they come from different places.  I know the license comes out of Martinsburg WV, not sure about the books.  Hell, I'm surprised they still do the books, I got a CD a few years back from the with all the books on it.  I've had my C&R for going on 5yrs now....

I am pretty sure mine came by itself, not with all the books.  Give it another week before you call them.  Remember, DO NOT SIGN the original.

They are totally separate.  License will be in a white envelope, with NLC and a Martinsburg WV return address.

Mine came the other way around, as you had thought.  My license showed up in a plain white envelope...  then a while later a big manilla envelope with the literature in it came.  However, it is not at all uncommon for USPS to be slow and unpredictable sometimes.

Mine arrived on the same day I believe or the next day. They were both in the box at the same time, in about 4 weeks.

I get that they have to take their time and "get it right".  That's fine, I don't have a problem with that.  Too, my name is on the uncommon side, only other other guy in the US with the same name as me that I know of, and definitely not the same middle name.  I don't experience the delays that others may.

BATFE did send me two big literature envelopes with identical content, so much for efficiency eh :)

I'm waiting to see if mine has any hiccups.

I have an uncommon last name, however there are three of us with the same first and last name (never met them, we breed like rabbits). One is a music major in college in the midwest, the other lives 45 mins from me, is 2 years younger, and got busted a while back for banging a high school chick (he was ~20 I believe). I hope it doesn't bring any unnecessary drama. Its always fun to google your name and the first thing to pop up is the sex offender registry.
