I am considering applying for a C&R. I printed off the forms tonight, and my main question is who is the CLEO ?

I live in the city limits so would I send it to the chief of police or the county sheriff ?

who is more gun friendly?  For me, it was the county and not the city.  Used the county info and got the license with no issues!

If there was a need to call the police to your home, which agency would respond?  That's the one you send it to.  For me, it's the Sheriff.



It doesn't matter if the CLEO is "gun friendly" or not.  You're informing them merely as a courtesy, they can't do anything to deny your application.  It's all up to the BATFE.

Probably the city would come, and as far as gun friendly I think you are correct and it wouldn't matter. I guess I will put city on the form.

If law enforcement discovered your "cache of semi-automatic assault weapons, hi-cap banana clips, and cop-killer bullets", who would give the press conference saying how much safer the community is now that this stuff is "off the streets"?

Either should work since both have jurisdiction.

I live in city limits in a rural county and sent it to the local police chief, only because he knows me better than the sheriff.  They operate out of the same building, so if there was some kind of problem, communication wouldn't be an issue.

When I sent my first one to the police chief, it was returned with the suggestion that I send it to the sheriff.

I know it doesn't matter but I do know of a person that took it to his local CLEO to drop off the paper work and the sheriff basically scared him out of it.  I live in a city that thinks they are very politically correct and the chief of police is not gun friendly.  I live in a county that has a sheriff that understands the second amendment.  I take everything to him because of this.  The less that d bag city cop knows about me the better.  That is why I suggested going to the more gun friendly!  Plus if this guy wants to get a class 3 later down the road it is better to start getting to know your more gun friendly officials now since they get to sign off on it.

I live in town, but send CLEO type stuff to the county sheriff. I believe that may be addressed either in the form instructions or on the BATFE website. I'm pretty sure I read it somewhere.

As long as you use their forms from their website, you're fine.... - the pdf forms allow you to enter text from adobe reader and save it.   No delay with mine using the printed forms either.



I think its a recent change.

At their website you can do it with an interactive PDF file.  I did mine back in November with no issue

I suspect that wait times vary a lot by where in the U.S. you're located.

What is the practical difference between 01 and 02, and why would you apply for an 02 rather than 01 ?

I received my C&R a couple weeks or so ago, but still haven't received their packet containing a C&R list and bound book. Are they still sending them out or do I have to download the pages myself (I have the link).

They don't supply the bound book. You need to do that yourself (you can design your own pages, so long as the required information is there).

Here is the bound book sheet I use, just print off a few and stick them in a binder.  I also keep my C&R License in the binder inside a plastic sleeve.

No offense, brother, but it seems you have a LOT to learn. Start reading here: http://www.atf.gov/firearms/industry/

You don't have to read everything (but it wouldn't hurt) but there's a lot that applies to you beyond just the collector's section.
