I saw a 38 spl Victory with parkerized finish, U.S. Property marked, smooth grips V prefix on the serial number all the expected features. However, there was no lanyard ring or a hole in the grip frame for one. Has anyone else seen this and no why some did not have lanyard rings?

Interesting.  Are you sure it is a .38 special?  Victory models made for the limeys were US property marked (lend-lease) but were in .38S&W.

The lanyard ring was probably ground flush or the hole filled with weld and ground. This was very common post-war when these things were being sold dirt cheap. Take off the stocks and look at it from the inside.

It looks like the cylinder and barrel were replaced. The barrel is 2" and has British proofs. It is 38 spl and I looked inside and it looks like there never was a lanyard ring.

Is the hole for the retaining screw there?

No hole in the bottem of the grip. Only the serial number with a V prefix

OK, here's what I see.

The butt has been machined to blend the plug where the lanyard ring was. You can see the faint circle outline and the finish has been removed. The hole below the mainspring held the pin that held the lanyard loop in place. The bbl has been turned (and maybe chopped off?). The bottom should be flat above the ejector rod and the front sight should be a half-moon. There doesn't appear to be any address either. And then there's the rust.....

My suggestion is Pass.
