Do I have to fill out Section 10 (Nonimmigrant Alien Certification of Compliance) if I'm not a nonimmigrant alien. It says all nonimmigrant aliens must complete the following..., nothing about citizens. Anybody know?

I never leave anything blank on .gov forms.
If it doesnt apply to me, I always put, "Not Applicable", or if there is limited room, or insignificant, "N/A".

N/A is always a good bet with .gov forms. I left mine blank and got the FFL in about a month.
