I'm a huge Ruger 10/22 fan.  You can pick up a new one from Walmart from $200.  Spend another $60 on a hammer/sear kit from any of the many aftermarket companies (I like power custom) which will take the heavy 7+lb trigger pull down to around 3lbs.  Then spend the rest on either Tech Sights or a scope.

Before long you will be replacing the stock and barrel (about a 10 minute job with just a screwdriver/allen wrench).

First this all depends on what your idea of a "tactical" 22 is. Whether you mean bull barrel, bipod and half inch groupings, or something that looks like an AR-15.

I started with a stock synthetic/stainless Ruger bought from Wally World for $206 because it was a great price. If it was at normal price of $250+ I would have kept looking for a used 10/22 at a pawn shop or online. If you can pick up a used 10/22 with the older all metal trigger parts for under 200 I would go that route since you can then just replace the stock and barrel to be whatever you want.

My idea of an easy tactical build? Hogue overmold stock. GM 18" or 20" fluted bull barrel. VQ hammer. Done. Will give you a 2.5lb trigger, a stable and comfortable stock, and a great barrel. The price of those 3 items? About $220 for all 3. Would look similar to below.

Well lets see what it would take to make that yourself...
Most basic 10/22 for base - Aprox $200 new for basic carbine (Wally World special)
Hogue overmold stock - Aprox $75
16 inch bull barrel - Green Mountain equivelant Aprox $90
Bipod - Aprox $40+

So you can make it for around $400. That is of course not including any taxes or shipping fees you would pay on top. Or a scope.

Get a used 10/22 at a pawn shop. Buy a tapco stock or any one of a hundred different stocks available now. Slap on a red dot scope and you are good to go. Cheaper yet paint the wood stock  black. Throw a UTG quad rail ($35) on it and the optic  of your choice.

Sort of like this...

or this...

Here is an inexpensive way to make a tactical stock...

Cut a grove for the pistol grip here

It should look something like this...

I just bought a Remington 597 with a carbon fiber-dipped bbl, laminated stock for $299 at Dick's. I dropped in a Volsquarten hammer for another $35 to drop the trigger pull from 8lbs to 3-4.

The gun's been 100% the one time I've shot it. I've got a thread going on about in in here.
