I plan to buy a 10/22 in the next month or so and would like to customize it a little with a new barrel and stock. Will I need to send the components off to a gunsmith or can I do it myself?

No.
The Ruger barrel is held on by two cap screws and a dovetail block. Most better quality stocks are "drop-in".
If you're going for an accuracy rifle, then a good builder can get the most from the 10/22, but if you want a good shooter, you can do it yourself.
