I just built up my 10/22 with a bull barell and houge stock. Now the action doesn't close all the way. It fires sometimes but most of the time I have to recycle it. What could cause this?

Dirty action, dirty or too-tight chamber, or slightly oversized ammo (that happens sometimes), or some combination of the three. Clean the bore and chamber, lube the action, try some different ammo in it.

Just did all the above.
Seems the chamber is too tight. It is hard for me to puch the bulllet in by hand.
The last 1/4 of the casing is pretty hard to get all the way seated. Any fix to this?

Check your extractor cut out and make sure it's aligned to the extractor on the bolt.

What kind of ammo and what kind of barrel? I suggest removing the barrel from the receiver, giving the new barrel a good cleaning and then try to drop a round in the barrel, removed from the receiver.
Try that and post back,

+1

would also make sure your bbl is seated properly in the reciever and your v-block is snug up against it.

My MagnumLite did that for a while.  Now it doesn't do it any more.  Seemed worst with CCI minimags.  One thing I tried was I took a .22 bore brush and chucked it in a cordless drill and used it to scrub out the chamber.  Didn't help.

BTW:  If those rounds are that tight, DO NOT FIRE THE RIFLE!!!  I had the same thing happen and it fired out of battery on two occasions with loss of extractor both times.  Blew it right out of the bolt.  Also a lot of gas and crap blasting out of the ejection port.
