I have an old chicom vest, with the little wood dowel closures and 4 grenade pockets. Does anyone have a line on how to modify correctly or anyone who can modify one for some cash?

There are several guys on here that could do it for you but at that price + shipping both ways, buy an eagle rig on close out at Natchez or similar.  

FWIW, I'd use Velcro or side release buckles

I modified one many years ago when they were about $6 a piece for a cheap project. I added ITW buckles and keepers to the straps, combined the two grenade pouches on each side together and turned them in to oddly shaped GP pouches, and changed the "dowel" closures to Velcro. The GP pouches were still pretty worthless so I added elastic loop dividers inside that could be used for pistol magazines and a flashlight... That part turned out ok in the end but they were still difficult to access. The three main magazine pockets are super deep so retrieving magazines from them sucked and I didn't care enough to try and remedy that. After I pretty much junked it, I used it as a guinea pig for dying fabrics by bleaching the whole thing, then folding it up accordion style and dying each half two different colors. It turned out looking like some kind of fucked up gray and Oompa Loompa green tiger stripe camo, and some guy bought it for $20 at a gun show

I've add some buckles and modified it enough where i can adjust it. What I'm really trying to figure out is how to modify the pockets so they are usable

The type56 harnesses are relatively easy to modify

The side pockets were sized for grenades and an oil bottle

What do you "mean" more usable?

pick up a cheap sewing machine, ive been known to do a few here and there.
