| Yeah, stolen. To the best of my knowledge, ESAPI don't make it out through DRMO programs, so when you see them on the civilian market they're pretty much guaranteed to be "hot merchandise". You might be able to find some that were part of a LEO purchase order and then individual officers purchased their plates and later sold them, but even that may be a stretch. |

Commercial plates come in level III (6 round of .308 M80 ball) or level IV (1 round of .30-06 APM2), while these are 3 rounds of APM2. I wouldn't expect to hold still long enough for more than 3 hits, so ESAPI is the tops in my book. |
