I have a PASGT helmet and was wondering if one of the ACH helmet covers will fit or if anyone knows where to get a PASGT helemt cover with Velcro on it to attach Patches. (I know that I can sew Velcro on but was wondering if i could get one with it already attached.)

The reason they are hard (maybe impossible) to find with velcro is because it's typically not done.

If you want it, sew it on yourself (I've never seen one that came with velcro).

maybe you could make this work from fleabay

depending on the size of your kevlar you may be able to get a mich cover to fit (not perfect but it will fit)

I have heard those Chi-Com copies might not fit as they run small and cheaply made.
Might be wrong but I would keep money here IMHO and buy some velcro, get your PASGT cover and take it
to a local sewing/tailor/clothes repair and have them sew it on.  I use a local sewing
center here for my nametapes and they always do a great job at a reasonable price.
Also a veteran named Dave makes custom hats/boonies/helmet covers.

he made me a custom Multicam helmet cover for my PASGT and it was awesome.
He is EXTREMELY busy but keep trying.  He can modify/add velcro no problem
I would think.

If you don't have the Velcro pads and upgrades for the pasgt you won't be able to properly attach an ach cover. I'd just buy a pasgt cover in whatever camo type you want and sew Velcro on. It's not hard, I've done it.
