Well I couldnt really find any direct forums and or threads relating to this, so figured I would post a question to Arfcom.

Whats a good system for hearing protection for target practice, running drills and training that also amplifies sounds when not firing that fits in the ear not and not an electronic set of ear muffs.

I can find electronic ear muffs all day long, and have seen cheap sets of noise suppression/sound amplification in-ear products at places like Academy and Gander Mountain, but those cheap sets look like crap and I seriously doubt their ability to withstand time and or abuse.

If I were, I would go to your local ENT (Ear, Nose, and Throat) doctor and they can have custom earpro made for your ears.  They make ones with amplification (just like hearing aids) that are out of this world.  They suppress noise over a certain decibel range, and they are molded to your ear so they are custom fit.

They are EXPENSIVE, but will fit you perfectly and last a long time.   Otherwise you may need to buy some lower quality stuff for in ear amplification.

The Nacre quietpro is what you are looking for.  They are cheap when compared to a used car or a KAC SR25EMC.
