This is a good place to start. As to what you need depends on what you want to use it for. You can either run a soft armor vest up to IIIA.  This would be a concealable type vest that can be worn under or over clothing.  Next would be a molle type vest that would accept soft panels, backers and or rifle plates.  This type of vest you can customize to whatever its main purpose will be.  A plate carrier is yet another option.  This will accept soft plate backers and plates and any combination of the two.  These come with either molle or not. Again can be customized.  There are a few places that sell the above items.  Some only sell to LE/MIL with proof. Some like the link above will sell to civi"s.

Another good place

You know... there *may* be a leo who would buy one that happened to be your size and end up not liking it for some reason and would be willing to ship it out to behind enemy lines.

The biggest thing to consider is your anticipated threat. For years the standard of LE was based off of the caliber of your service weapon - since statistically it was the most probable weapon you would be attacked with.

Other factors include mobility (sure, you can stop a howitzer - but you can't move) and cost.

Gotta take the kidlet to gymnastics. BBL.

The most used firearms by civilian criminals in the United States of America statistically speaking are shotguns and pistols.

With about six percent of criminals currently in prison having used an assault rifle there is the chance of being faced with an assault rifle as well.  Ammunition used would likely be that commonly available at sporting good stores in your area.  Based on that information you should be able to determine the type of threats in your AO and properly outfit your body armor accordingly for crime and then civil unrest. Crime and civil unrest being the most likely dangers to a civilian (foreign invasion, domestic coup being more unlikely) those are the scenarios I would concentrate on.

DBT Fast Attack carrier you can get with a cummerbund and that they will sell to civi's.  Bulletproofme sells the backers, side plates and rifle plates.  Im sure there are other companies that will sell the above to non LE/MIL out there as well.

Well for rifle, you are going to be wearing plates along with some soft kevlar panels. So ANY of the vests that have a rifle plate option would be good to go.

My SHTF/Active Shooter is an Eagle MAR-CIRAS with lvl 3A soft kevlar, and lvl 4 rifle plates with minimal pouches.

Look at Galls.com, they sell a lot of the concealable body armor that has shown some pretty good results when we shot them a couple years back after they expired. Unfortunately we just all unloaded on the vests without actually checking how the vest was effected between shots.

I'm starting to think that my vest is a little overkill right now, and am planning on replacing it with a simple PIG type plate carrier since in all reality when I have to toss the vest on, I will already be wearing a lvl 3 vest more than likely along with the chance of this happening when it's 110 degrees outside, doubling up the vest is going to be a killer real fast.
