Im getting a 06 manufactured ABA Extreme Force Lvl II soft body armor for $20 bucks. I know nothing about body armor. Guessing its a good deal. It is used but not hard use. Any comments or experiences with body armor would be helpful. Should I keep it?

I would keep as long as it fits you.  Nothing wrong with a used vest as long as it's in good condition.  $20 is less than trade in in most cases.

You got a great deal. Most agencies stick to the "5 year rule". Any body armor over 5 years from the date of manufacture is "un-issuable".

As long as it wasn't abused/left in the hot sun, it ought to be alright. BUT that Spectra isn't too good against contact shots; you want all Kevlar or Twaron for that scenario.

I still think it's far better than nothing...keep as a spare/handout for SHTF maybe.
