Mesa, because Blackhawk gear is generally on the low end of things. It isn't the worst gear going by a long shot, but it is far from the best. The Mesa is a lot closer.

Mesa... While I've had Blackhawk, it was an older manufacture that wasn't from a communist country. Their current designs are more flashy, such as the way they have their name stand out. One thing about the Blackhawk vest or that style is that the cut covers more of you, which means hotter at times. The use of a zipper also will do the same, as it seals you up more. Mesa allows for some better flexibility, comfort, and features than the Blackhawk. After wearing a Blackhawk for tactical reasons with work, I would prefer a Mesa for use.

Last, I'd prefer to support someone American, as TimW and HSGI are versus Blackhawk, their flashy advertisements, and overseas manufacturing.

Another option is Tactical Tailor.  They make a modular such as the ones above, and if you call the custom shop, they are more than wiling to make it to your specs.  Mine is pretty funky from anything in their catalog.  Certain "johnny high speed" companies have given me crap excuses as to why they couldn't make certain things, while TT got back to me pretty quick and said yes to everything I wanted to change.  They also stayed in touch when they had a question they needed cleared up.  They made sure I WAS HAPPY.
