You could just spay it with waterproofing silicone spray. Military boonie hats aren't really made to be waterproof. They are intended for use in tropical climates where staying cool is a priority, and that doesn't work so well with goretex or other waterproofing measures.
Outdoor Research, Columbia, and many of the other companies that manufacture outdoor clothing make something like what you described, bit I've never seen a military boonie hat that was waterproof. |
