I can see where if I were to take lets say a coach gun and cut the barrels down to about 12" and leave the stock on that I would then have a SBS, but do I still have pay the stamp if I cut the stock into a pistol grip formation? If not then what is the longest I can have the barrels? Thanks in advance!

Barrels shorter than 18" = SBS

Barrels shorter than 18" and no stock = AOW (I believe)

Yes, in order to not go to jail you need to get your tax stamp BEFORE you modify the weapon.

AOW's made from shotguns are considered "smooth-bore pistols".  To qualify as an AOW, a shotgun must never have had a shoulder stock attached.  Virgin receivers or factory-made pistol gripped shotguns like the Mossberg Cruiser are AOW hosts.  A shoulder-stocked shotgun becomes a Short Barreled Shotgun if the barrel is less than 18".

Either way your going to pay $200 on a Form 1. Its better to SBS anyway, unless your looking for re-sale, but even this is hard since NFA is not for the faint of heart to the average gun buyer.

And knowing is half the battle
Then again, good luck trying to get a 870 virgin receiver; apparently Remington is really cutting back on these to meet production quota.  My local Class III has had Serbu Super Shorties backordered since January...
