I picked up an 870 Magnum receiver not to long ago and decided to build a HD with Police parts.  I put her together with a police bolt, police trigger pack, standard 18" barrel and all other standard parts.  It dry cycles fine but when I put a 2 3/4" or 3" shell in it is hard to chamber.  Anyone have this problem before?  The shells get all scratched up toward the rim around the seal.

that happened to me once on an 11-87 build. it took a dremmel and smotthed out the inside of the mag tube where the shell is released during feeding. Turns out that when i dremmeled out the mag tube dimples hot peices of metal made there way down the tube and melted on. the shells would get all ripped up on one side from the brass rim, all the way to the top of the shell, leaving a deep scrape mark on the plastic.

I took a closer look at the action while cycling.  It looks like the shell is hitting the top of the receiver/barrel.  The lifter which holds the shell in place does not give downward to make room going in.  It takes a lot of pressure to push the lifter down when the shell is sitting on it with the bolt in the full rearward position.  My other 870's lifter moves up and down easily when the bolt is in the rearward position.  Could it be that something is holding it back or putting pressure on it?

No side saddle, brand new receiver.  Just got done swapping out the aluminum trigger pack with the plastic one and the plastic one works fine.  It is definately rubbing something, just can't tell what it is rubbing.

All of the parts of an 870 Police model go through a much stricter assembly process. Several parts are different on the police model compared to the sporters model particularly the magazine cap.  The police model is dimpled all the way around while the sporters model is not and you can NOT interchange them and expect to function 100%   Putting police parts in a regular magnum shotgun or sporters model is not a good idea.  You may have several problems but it is hard to say without holding the shotgun.  The action arms may be bent, Does it have the flexitab system (check the tab, the bolt, and the slide, you must have all three.

It is functioning now!!  I took my HD 870 aluminum trigger pack off and put it on my 870 deer/bird gun.  It cycled fine with both 2 3/4" and 3" shells.  I then did the same to the HD with the plastic trigger pack and had the same results.  I took a closer look at the aluminum trigger pack and noticed some finish wear on the vertical piece next to the lifter.  I then took the part that the bolt sits on and switched them around between the HD model and the hunting model.  The HD model now cycles 100% fine.  The hunting 870 is a little rougher but over time it should break in.

Charliehorse, what did you mean by the mag caps are not interchangeable?  Both my mag caps are dimpled all around and my 870s are not police models.  Do you think I will have problems down the line?

If all of your mag caps are dimpled around the rim then you are good to go and you can swap them around.  If you find a sportmans model with the plastic trigger guard, the j-lock safety etc. some of them do not have the dimpled mag caps that work with the detent.  The dimpled mag caps are more secure.  Remington goes over the 870 police models very carefully before they leave the factory, much more than a plain jane 870 and this is per Remington.

So they say. I have seen some with problems. Finish flaking and shells sticking in the chamber are a few.
