Bought an 80% test frame for a 1911 build and noticed that their was an opening in the rail where the slide stop goes and wondering if this was normal?

Normal. If you built it as a 10mm that bridge would likely crack, so some manufacturers remove it.

Ok thanks starting my first build and don't know a whole lot about the alloy frames.

Colt has been doing the cutout for decades in most of their 1911 models since 1980s or 1990s.
