I have a chance to buy a low round count (under 300) Wilson combat built in December 2004,
My question is in 2004 did Bill build this all himself or did he have a staff building them, and if bill did are they worth anymore.

Pretty unlikely Bill built this himself. If the pistol comes with the original docs, there is a build sheet showing you who built it. Usually 2 or 3 gunsmiths work on each one.

How much are they asking?

was a trade for a 2k rifle I had

It was probably built by some of the guys who are now at Nighthawk, my 2002 built WC was built by Travis who is at Nighthawk.
