I have a budget of $1K.
The catch is...
That budget must include a .22lr conversion.
So the pistol must be around $700 max.

I'm thinking 10mm, 9mm, or 45. (suggestions on this...)

Maybe a Glock?
Maybe a 1911 (too pricey...?)

buds guns is offering a deal where you can buy a sig p220 .22lr pistol which is a full size sig p220 frame with the .22lr slide, and when you buy that, you get a coupon to buy the full size .45 p220 slide as well.  in essence, you pay 800 for a sig p220 plus a sig .22lr slide conversion as well.  keep in mind regular sig p220 go for close to 800 new without the .22lr conversion slide, so i think this deal is very good and fits your crtieria quite well.

+1, they offer the same deal with the P226 and the P229, so you have your choice of calibers.

Glock pistol and Advantage Arms conversion kit.  Only problem is the conversion kit is hard to come by nowadays.  If you get on the waiting list you may get one in two months or so.

220 = full size .45.  8rds, 5" DA/SA is the most common.  
226 = full size 9/.40.357sig
229 = compact 9/.40/357sig

Beretta 92FS. Reliable, accurate, and has a good .22lr conversion for it.
Both can be had in your budget with some room for extras.
Changing out the hammer spring is a quick, do-it-yourself way of lightening the trigger pull.
Lots of mags, aftermarket parts and holsters for it.
Still the standard issue of our military and probably will be for a while regardless of what the Kool-Aid drinking girlscouts cry about.

If you want 9x19 or .40sw and single action then go with the CZ75.  Other than the Sig, this is the only combo that has a conversion made by the same company as the pistol.

And you also claim that the Iraqi police are using Arcus pistols because the manufacturer says so even though it is widely known that they purchased Glock 19's.  It very well may be true, but you need something more credible than a manufacturer's website.  I mean Vulcan Armament's slogan is "The Machine Guns of the Special Forces!".  I would be willing to wager that there are more Glocks in service in the US alone than there are CZ75's worldwide.

And BTW, the Iraqi Police didn't "purchase" squat as you stated.  The U.S. government (i.e., you and me) paid for these pistols.  138,813 Glocks to be exact.  The remaining 38,053 pistols the U.S. bought were the Arcus, Walther and Sig pistols.

As for the CZ, I have no reason to doubt their claim.  Remember, that pistol has been around since 1975, and I would imagine that during the Cold War, it was probably the best pistol going behind the Red Curtain.  The CZ-75 was a mysterious gun to Westerners until the mid-1980's, but I have no doubt it's distribution during the Cold War was substantial.  But I'm getting off-point.  What I mean to impress here is that until I see evidence to the contrary, I have no reason to doubt their claim.  To be sure, you have not presented anything that would cause me to think different.

That document does not specify what pistols comprise Pistol, 9mm, Generic.  Can you provide something clarifying that?  

Also, this quote from the report implies that any other weapons being procured are not in service with the Iraqi police.

Actually, the Makarov in it's many iterations was the prominent sidearm for Warsaw Pact countries.  I've presented a comparison of countries using the Glock and countries using the CZ 75.  You've presented nothing other than marketing hype to show dominance by the CZ.  Do you have any stats or articles?

The quotes you use are word for word on Wiki.  Probably because the person writing the articles is presenting the manufacturers claims as fact.

My apologies for not being more specific.  The AA kits for the Glock 17 and 19 (the more popular kits) are backordered and hard to come by.  I don't know which one is available locally for you but if you want, get it while you can.
