Is there any other kinds of handgun licences available besides State issued?
Do active members of the military need to go through the same steps as civilians to get licenced? Isn't there some kind of federal licence available to them since they are federal employees?

Other than federal law enforcement, I think U still need a permit to carry concealed. I have seen many members of the military on various boards talking about getting their carry permit....

I see from your byline you are posting from NY. In NY you need a permit for any hangun possession of any kind, unlike most other states which require a permit for CCW only. If you happened to get to NY in the military and brought handguns with you, having them in NY is a crime without permit. And no there is no federal permit of any sort and yes if you plan on living in NY for any period of time you need to get a NY permit. Also if you live in NY city or the surrounding counties it is much more difficult to get a pistol permit than in other parts of the state as well as those city areas permits being good only 5 years where they are good for life in the rest of the state as long as you still reside in NY. (there is no enabling legislation to allow for a non resident to have a permit for NY state)also be prepared- depending on locality (each county in NY does its own thing regarding permits) applying for and being granted a permit may take anywhere from 6 to 18 MONTHS

Several states, like LA & FL, will accept military training in lieu of a concealed carry class when applying for a CCL but otherwise there are no federal-level privileges for military when carrying off-duty.

LEOs are covered under the Law Enforcement Officers Protection Act of 2004 which allows for nation-wide carry privileges within certain state laws.
