Today I heard that a local LEO in a position of power asked a local gun shop not to sell the FN 5.7 to civilians because of the threat of penatrating body armor worn by most LEOs.
My question is, will the standard ammo available to the general public penatrate body armor or does it have to be a specific round not sold commercially?

the now discontinued SS192 JHPs had that inherent capability, but its been off the market for almost 2 yrs

its still avaiable through some old stock, but the replacement civi ammo is not AP capable at all

Incorrect.  SS195 (28gr copper jacket, aluminum core, hollowpoint) is the replacement for SS192; same bullet, same powder, different primer.  Neither SS192 or SS195 are armor piercing.  SS190 (copper jacket, aluminum core, steel penetrator, ball) is armor piercing, and is not available to civilians.  SS197 (the replacement for SS196 and again quite similar to its predecessor) is the other round that is available to civilians alongside SS195, and it is not armor piercing.

ETA: There was some noise made by Brady and her bunch that SS192 was armor piercing.  FN maintained that it was not, but pulled the round from the market anyways to avoid it being banned.
