What defines Level I from Level II and so on?  
Would something like the CQC Serpa be considered Level I?

I searched the web, AND looked at SafariLand Web site before posting my question.  Only when I can't find a answer do find it neccesary to post.  I even searched ARFdotCom.  Do you have a link to the page at Safariland's Web site?  I must have missed it.

somebody please correct me if I am wrong, but I believe that level 3 would be a holster that you would have to unsnap and twist as you pull (or something along those lines), a level 1 I believe is one with just a snap...as for level 2 i'm not sure.  I believe the serpa is considered a level 3, but again somebody please correct me if I'm wrong.

Level 1 (a) Pull as hard as possible in all directions on the handle while violently twisting the weapon in all directions. If the weapon remains in the holster and the holster remains on the belt, make a normal draw to ensure the securing mechanism is not jammed. (b) Remove the holster from wearer, release external straps and invert with a light shake. The weapon should not fall out of the holster. If both tests are successful, the holster is rated at Level 1. If a holster fails, it cannot be tested for any other levels. (Fobus)

Level 2 Unlock the primary security device and apply force pulling forward, straight up, towards the side, and from the back. If the holster has an additional device which offers measurable security in any of the directions, it meets Level 2. (SERPA)

Level 3 The holster must have two independent securing devices during the Level 1 tests. If the holster offers retention with both devices open, it is rated at Level 3. (SERPA with thumb-break)

Level 4 The holster must have three independent securing devices during the Level 1 tests. If the holster offers retention with the three devices open, it is rated at Level 4.

A level one holster has one step to release the weapon

A level Two has two steps

A level Three has three steps

For instance, a thumb break holster is level one as all you do is unsnap the thumb break to access the firearm.

A safariland 6280 holster with rotating hood is a level two holster as the hood must first be depressed and then rotated forward (two steps)

A safariland 6270 (raptor) holster is a level two + as the hood must first be depressed and then rotated forward and then the pistol must be rocked backwards in the holster to release the internal ejection port lock to draw the pistol.

A safariland 6070 (raptor) holster is a level three as it has all the features of the 6270 plus incorporates a middle finger release tab (three steps)
