Don't know why it cant be importedbut Glock makes it for South American markets where in most countries you are not allowed to have military calibres.  Don't know the logic their.  Also German agencies as well as others in Europe favor the calibre for its lack of penetration, i.e. minimal risk of secondary casualties, in Europe 9mm is a big calibre.

Also it is a 17/9mm frame same size same capacity why would you want a less formidable calibre???

It has to do with some CRIME BILL and how the libs wanted to keep cheap small pistols from being imported.  If you look at the midsize and baby glocks you will find certain features........these features represent points.......enough points and they can import them....not enough.....they stay out!!

These features include .... major caliber...9mm or higher, target trigger(serrated in these models..the full size glock triggers are smooth), target thumb rests( you see these on the baby glocks)

There are a few more but my brain is way too overloaded with other b.s. to think of any right now.  They are pretty odd though
