Does anybody know of an IDPA legal speedloader pouch that does not have a flap covering the loader.  I know that the Safariland spring clips are illegal, and have been told that the Safariland 333 is too.  I am looking for a molded leather or plastic double loader carrier (for Safariland Comp II loaders, S&W K frame).

I would take a look at the Safariland "Split Six" carriers. They used to make them in single or double for duty belts and single models for 1 1/2- 1 3/4" belts. They are really very fast once you learn to grab the loader while in the carrier with the thumb and middle finger and pop the snap with the index finger. They carry the loader with three rounds on either side of the belt. If they don't suit you, maybe someone like Wild Bill's Holsters, etc. can make you something that will work.
