Is a USP tactical 40 match quality?

the tacticals are damn accurate guns, i assume that the .40 would be as such as well. i believe only the 9mm tactical doesn't have the trigger... don't remember where i heard that, could have been at a gunstore

The last two times out while only shooting 30 rounds each time I've been getting one 10 round group under 2" at 50 feet off hand while slow firing, is that match quality?

I will honestly say that the limiting factor in group size to a HK Tactical is the nut behind the trigger.  From a solid bench rest they are capable of outstanding accuracy but in the hands of a shooter, it is the shooter's skill that determines the group size.  I have never shot a group as small off hand as I do from a good bench rest or machine rest.  A five shot group at 25 yards of one inch is not uncommon from a solid rest.  Off hand, its anybodies guess.

Having owned many accurized "match" pistols I can say yes, it's an extremely accurate pistol. My .45 and .40 are the most accurate pistols I've ever owned in these calibers.
The only thing I absolutely HATE about H&K USP pistols is the proprietary rail.

You're the first one I've seen with a CCF c.f. can on their USP.  I looked for pictures for one for ages while waiting for mine.  Figures, three days after I finally get mine a picture pops up.

One inch at 25 yards I would say is match quality.
