Picked up my 20+ yr old USP compact 9 from my dad today. Took her home to clean her and noticed on the frame rails some wear of the polymer.  Looks like the frame rails polymer is being sheared away.   Is this normal wear?

In certain areas, yes, purely normal.  It is normal for the polymer to flake off around the steel insert tabs the slide rides on as well as the thin flashing around the take down/slide release lever in the area under the slide in the middle area.  The polymer in this area is just flashing thrown up around the metal block insert and it makes no difference at all whether it is there or not.
I have a pre-production UPSC .40 that had been gone over with a fine tooth comb and even had the slide replaced before it was sold off as a pre-production sample (notice the #2 on the slide and the cursive word 'Compact') and the frame wear shows that this pistol had not been babied during testing.  Below are some pictures of what HK deemed totally acceptable wear and tear on a pistol with God knows how many rounds through it.

Thanks for the reply. Mine has wear that resembles the photos you provided. I'm feeling much better about my old friend the USP.
