Will USP-F40 mags fit and function in a USP-F9 ?

Fit? Yes.

But the wider feed lips mean you might have some feed issues with the narrower 9mm cartridge.

I've never had a problem. But, if you have feed problems, like a round popping out, you can gently heat the feed lips and push them together a little.

Is it worth all the work? Probably not, you only get 12 9mm rounds in a low cap .40 cal magazine.
