Do all new Colts come with their " new " duel spring recoil system, specifically the Wiley Clapp 9mm LW Commander??

That is odd.  That new double spring system is purported to reduce recoil.  Figured that would be a good thing,  especially in the LW version.....BUT....I;m loving the brass bead on the front sight of the Wiley Clapp as the white dots don't do it for me anymore with my changing eyes....
