Are all P22's DA first shot and SA the following shots? I am looking for a 22 pistol that is DA only. My M&P 40 is getting too costly to shoot so looking for some thing similar to practice with.

My P22 is SA every shot unless you drop the hammer manually, or on the safety.

The P22 in standard form is not DA only.  It is a standard DA/SA setup similar to a CZ or Older S&W Semiauto.  I am not currently aware of a DAO 22.  Buy one and enjoy it, the trigger on a P22 is not and will not be representative of an M&P 40 but I doubt that the trigger will make that big of a difference in your shooting compared to the totally different aspects such as grip size/shape, caliber, and sights.  If you want a matching 22/40 set you would have to go with a different main weapon.

All p22's are DA/SA. It would be possible to modify the hammer/sear to keep it from going to it's full cock after every shot, but it would be a permanent modification. It happens from time to time by accident when people remove to much material from the hammer in an effort to get it to cycle better. I wouldn't suggest that you do it, since it might not reliably stay in DA and it might ass up the pistol all together.
